How to Design Occupational Health and Safety Training?

Under the Occupational Health and Safety Law No. 6331, workplaces are required to provide occupational health and safety training to their employees. The aim of Occupational Health and Safety training is to create a workplace culture focused on health and safety, ensure employees are more aware, and make sure the knowledge shared during the training is adopted by the employees.

When designing Occupational Health and Safety training, the first question to be answered is how important the subject is for the participants. If employees think that the training is not relevant to them, they tend to listen for only a short period before their attention starts to wander. This not only prevents the training from achieving its goal but also leads to a loss of productivity. To avoid this, suggestions from employees or representatives should be taken into account when preparing training programs. Employers are responsible for organizing the training programs throughout the year. In case of new hires, legislative changes, or emerging risks, additional topics should be included in the training program. The training should be simple, easy to understand, and should leave participants with no confusion by the end.

Training can be delivered to employees individually or in groups. The employer determines the pre-training level of the employees through an individual assessment. At the end of the training, evaluations are conducted to assess its effectiveness. If necessary, the training should be repeated.

Training durations are determined according to the risk level of the workplace. For low-risk workplaces, the training duration is at least 8 hours. For medium-risk workplaces, the minimum training duration is 12 hours, and for high-risk workplaces, it is at least 16 hours. The training should be delivered by occupational safety experts and workplace physicians or by training institutions authorized by the Ministry and joint health and safety units. The training environment should be suitable for the proper delivery of the training. Training records should be documented and managed in accordance with regulations.
